In an ongoing investigation, that came to a head at 9:22 am on April 1, 2008, Antwan Jabor Franklin, 27, of Livingston, was arrested for possession of a controlled substance with intent to deliver (a first degree felony). After receiving information from an informant, Franklin was pulled over for a traffic violation. Lieutenant Matt Parrish, officer Chad Ward and officer Marty Drake of Livingston Police Department were given consent to search Franklin's vehicle in the 1,000th block of Dunbar. Parrish summoned Lieutenant Andy Lowrie of the Polk County Sheriff's Department for a little K-9 assistance. The drug sniffing dog alerted the officers that there were drugs in a locked vehicle parked right next to Franklin (Franklin also owned that vehicle). The officers obtained a key to the locked car from Franklin. In the car, officers uncovered 13 1/2 cookies of crack cocaine, and 56 grams of powder cocaine (a combined of over 300 grams and a street value of approximately $42,000). Franklin was taken to Polk County Sheriff's Department and booked in. Franklin was on parole from TDC for the same offense from several years back.
